About This Dashboard
Data & Definitions
RHNA Targets: 6th Cycle (2023-2031) Regional Housing Needs Allocation adopted by the Association of Bay Area Governments (ABAG), representing the regional housing need for each income category across all 101 jurisdictions in the nine-county Bay Area.
Permits Issued: Building permits and Certificates of Occupancy (COs) reported to the California Housing and Community Development (HCD) through the Annual Progress Reports (APR). Data source: HCD APR Table A2. Includes 109 jurisdictions across the nine-county Bay Area.
Income Categories:
• Very Low Income: ≤50% of Area Median Income (AMI)
• Low Income: 51-80% AMI
• Moderate Income: 81-120% AMI
• Above Moderate Income: >120% AMI

This dashboard reflects housing units permitted through the California HCD Annual Progress Reports. Some jurisdictions may report incomplete data or have permitting timelines that lag construction completion. Refer to individual city housing element updates and ABAG progress reports for official compliance determinations.
