Who Gets the Shade?
At noon, two bus stops in the same city can belong to different climates.
One sits beneath mature trees. The sidewalk is broken by patches of cool shadow. A rider can wait on a bench set back from traffic. The other is a pole in concrete beside six lanes of asphalt. There is no shelter, no seat and no nearby doorway open to the public. The schedule may be identical. The experience is not.
Heat is shaped by weather, but it is also built. Dark roofs, pavement and buildings absorb and re-radiate energy. Trees and vegetation cool through shade and evapotranspiration, while hard, dry surfaces provide less shade and moisture.1 The resulting heat island is not distributed evenly across a region — or even across adjacent neighborhoods.
The map of shade often resembles a map of power. Neighborhoods with larger lots, mature landscaping and sustained public investment tend to possess more canopy. Areas shaped by industrial land, wide arterials, large parking lots and historical disinvestment often possess less. People with lower incomes may have fewer options to retreat to air-conditioned cars, homes or workplaces. Outdoor workers, transit riders, children, older adults and unhoused residents experience the public realm as exposure.
This is why citywide canopy percentages can mislead. A city may report a respectable average while some neighborhoods remain dangerously bare. The relevant questions are where the shade falls, at what hours, along which routes and over whose daily life.
A strong visual analysis should begin with canopy and surface temperature, then add the places where people must wait or walk: bus stops, schools, senior housing, affordable housing, parks, commercial corridors and routes to essential services. Income and health vulnerability can help identify priority areas, but the map should not reduce residents to demographic risk. It should show the public decisions that created exposure: street width, land cover, missing planting strips, maintenance patterns and the location of public facilities.
Cartographic design is part of the ethics. A dramatic red heat map can attract attention while making a neighborhood look doomed. The purpose should be action, not spectacle. Peterson's guidance on hierarchy and color suggests a better approach: emphasize the relationship that matters, remove unrelated detail and use color in a way that remains legible rather than overwhelming.2 Pair hot colors with specific opportunities — plantable sites, shelter gaps, cool routes and funded projects — so the viewer sees both inequity and agency.
Trees are powerful, but "plant more trees" is not a complete strategy. A sapling does not provide the shade of a mature canopy. Trees need soil volume, water, maintenance and protection from construction damage. Species must be selected for a changing climate and placed so roots and branches can thrive. Renters may live with the heat while property owners control planting decisions. Neighborhoods may reasonably fear greening projects that raise property values without protection against displacement.
Shade also comes from structures. Transit shelters, arcades, awnings, solar canopies and temporary installations can provide near-term relief where trees will take years or are difficult to establish. Building standards can consider shade on sidewalks, not only energy performance inside the property line. Parks can prioritize shaded seating and routes rather than treating trees as scenery around sun-baked recreation areas.
San Jose's urban-greening program explicitly connects expanded tree canopy with reducing the urban heat-island effect, and its street-tree program directs resources toward increased canopy and cooling.3 The next step for cities pursuing similar work is to make performance visible: percent of high-use transit stops shaded at peak heat; miles of priority pedestrian routes with continuous shade; survival rates of newly planted trees; and canopy growth by neighborhood, not merely citywide.
Maintenance must be counted as capital. A ribbon cutting photographs the planting. Justice is whether the tree is alive fifteen years later.
The public conversation about shade also changes how we understand streets. A transportation corridor is not functioning simply because vehicles move through it. It must be survivable for the person walking to the stop and waiting for the bus. A school route is not safe if children avoid traffic but arrive overheated. A public plaza is not truly available if it becomes unusable during the hours people need it.
Shade is often discussed in the soft language of comfort and beautification. In extreme heat, it belongs in the harder language of access, health and public obligation.
Look at the city at noon. The shadows reveal a plan.
