A City Designed for the People Who Have the Least Power

At a busy intersection, the pedestrian signal begins its countdown before everyone has left the curb.
An older man shortens his stride and tries to calculate whether he can make it. A wheelchair user angles around a broken patch of pavement. A parent holds a child's wrist while carrying groceries. A delivery worker pulls a cart over the lip of a curb ramp. The traffic engineer may see a crossing time based on an assumed walking speed. The people in the crosswalk experience a verdict about whose body the city expects.
Cities often describe accessibility as a set of special accommodations added after the main design is complete. The ramp is attached to the stairs. The bench is added to the plaza. The audible signal is installed at selected intersections. Inclusion becomes a compliance layer.
That sequence is backward. The people who face the greatest barriers are not edge cases. They are expert witnesses.
More than 44 million people in the United States — 13.4 percent of the civilian noninstitutionalized population in the 2022 American Community Survey — reported a disability.1 The number grows when we include temporary injuries, pregnancy, fatigue, small children, aging, heavy bags, limited English, sensory overload and the ordinary variability of human bodies. A city designed around a permanently able, unencumbered adult moving at a standard pace is not designed for the public. It is designed for an abstraction.
The Americans with Disabilities Act established enforceable requirements for physical access. Curb ramps, accessible routes and barrier removal matter because rights without usable space are theoretical.2 Yet minimum compliance is not the same as welcome. A route can meet a dimension and still be exhausting. A plaza can be technically accessible and offer nowhere comfortable to remain. A transit stop can be reachable but exposed to heat, noise and fast traffic. A process can accept public comment but make participation practically impossible for someone who needs interpretation, child care or a predictable schedule.
Power in a city is partly the ability to move without asking permission. It is the ability to reach a bathroom, cross a street, sit down, understand a sign, enter a building and participate in public life without turning each trip into a negotiation.
Designing for the person with the least power changes the planning question. Instead of asking whether the average user can complete a journey, ask who is most likely to be stopped. Instead of measuring only distance, measure effort, uncertainty and exposure. Instead of treating a complaint as anecdotal, treat it as information about a system that standard metrics failed to see.
The approach produces better places for almost everyone. A curb ramp serves wheelchair users, parents with strollers, travelers with luggage and workers moving equipment. A longer crossing interval helps children and older adults, while reducing the temptation for anyone to rush into conflict. Shade at a bus stop protects people with medical vulnerabilities and makes transit more humane for every rider. Clear wayfinding supports people with cognitive or visual disabilities and also helps a visitor who is simply lost.
This is sometimes called universal design. The phrase is useful, but it can sound smoother than the politics involved. Space is limited. Budgets are real. Street changes create winners and losers. A wider sidewalk may require a narrower vehicle lane or fewer parking spaces. A public restroom requires money, maintenance and a willingness to accept the people who need it most. Inclusion is not achieved by claiming every improvement benefits everyone equally. It is achieved by making a deliberate priority of those who have historically received the least benefit.
The U.S. Department of Transportation's Safe System approach offers a parallel lesson. It begins with the reality that people make mistakes and that streets should be designed so those mistakes do not produce death or serious injury.3 The burden shifts from the perfect behavior of the vulnerable person to the design and operation of the system. That is a profound ethical change: the city accepts responsibility for predictable human limits.
The same principle should shape planning beyond transportation. Housing processes should assume that not everyone can attend a three-hour evening hearing. Parks should be evaluated by who can reach and use them, not just by acres per capita. Emergency plans should begin with residents who lack cars, air conditioning or digital access. Digital permitting should preserve a human path for people who cannot navigate the portal. Public engagement should compensate community expertise when institutions routinely pay consultants for theirs.
Imagine a design review that begins with five journeys: a twelve-year-old traveling to school, a night-shift worker waiting for a bus, an older adult carrying groceries, a wheelchair user reaching a civic meeting and a family searching for an affordable home. The project team would still study traffic, drainage, economics and architecture. But the human journeys would become the organizing test rather than a late-stage checklist.
This is not charity. It is a more rigorous definition of performance.
A powerful city offers its easiest path to people who already possess money, time, information and mobility. A humane city does the opposite. It notices where power is missing and puts public design to work there first.
